Florida’s 2025 Legislative Session begins March 4, and lawmakers are already discussing issues that will impact long term care providers and the residents entrusted to their care. Join FHCA for our annual Legislative Priorities Webinar on Wednesday, February 26, to learn more about the current legislative landscape and the priorities FHCA will focus on to ensure Florida remains the gold standard when it comes to delivering high-quality long term care. FHCA's Government Affairs team will highlight the Governor's recommended budget, what to expect from each chamber’s proposed state budget and the impact on Medicaid reimbursement. An overview of the priorities of both Senate and House leadership will also be discussed, along with an update on legislation that could impact the long term care community. Attendees will also learn how to be an effective advocate for the long term care profession by participating in FHCA's Lobby Wednesdays and other grassroots initiatives.

Emmett Reed
Chief Executive Officer
Florida Health Care Association
J. Emmett Reed, CAE, has served as Chief Executive Officer (CEO) of Florida Health Care Association since 2009, where he is also the appointed CEO of the Association’s advocacy partner, Our Florida Promise. As FHCA’s chief executive, he is responsible for overall operations and directing Association staff to implement the goals and objectives set forth by the Board of Directors. Reed focuses on leading FHCA on an upward trend, strengthening member relations, building successful coalitions to accomplish legislative priorities and promoting new and existing initiatives to help meet members’ quality care and operational needs.
Reed also serves as the Secretary/Treasurer for the Affiliate of State Health Care Association Executives (ASHCAE) Board of Directors and is a member of the American Health Care Association’s national advocacy group, the Council for Post-Acute Care (CPAC).
Tom Parker
Senior Director of Policy & Reimbursement
Florida Health Care Association
Tom Parker serves as the Senior Director of Policy & Reimbursement for the Florida Health Care Association. On behalf of FHCA, he serves as a liaison to American Health Care Association and FHCA Reimbursement Committee and represents long term care providers before the Florida Legislature, AHCA, DOEA, CMS, and other entities regarding issues of reimbursement and health care finance policy.
Susan Anderson
Director of Regulatory Affairs
Florida Health Care Association
Susan Anderson currently serves as the Director of Regulatory Affairs for Florida Health Care Association. In this position, she concentrates on supporting the legislative, regulatory, and policy activities on behalf of association members for nursing centers and assisted living facilities. Ms. Anderson has experience in seniors housing and in developing public policy positions and advising on regulatory compliance. Ms. Anderson is an active member of the Florida Bar. |
Toby Philpot

Toby Philpot serves as FHCA's Lead Lobbyist, managing the Association's external lobby team, legislative priorities and political strategy activities. A member of the Floridian Partners team, Mr. Philpot is a health care policy expert and veteran political strategist who’s practice focuses on assisting Floridian’s health care client’s with their legislative and executive advocacy needs.
