This training will provide a comprehensive overview of the Certified Medical Director role, including regulatory requirements outlined in Florida Senate Bill 2514 and Rule 59A-4.1075, as well as the pathway to certification and evolving expectations in today’s healthcare environment. Participants will gain critical insight into the legal landscape of contracting with a Certified Medical Director, with focused discussion on compliance with the Stark Law, Anti-Kickback Statute, and other key regulatory considerations impacting healthcare organizations. Additionally, this training will outline what organizations should expect from their Certified Medical Director, including leadership in Quality Assurance and Performance Improvement (QAPI), oversight of clinical documentation, and active involvement in care planning and clinical decision-making to drive quality outcomes and regulatory compliance.
Ideal for administrators, physicians, risk managers, and interdisciplinary leaders, this training equips attendees with practical knowledge to strengthen compliance, enhance clinical oversight, and optimize the value of medical direction services.

Upon completion, participants will be able to:
- Review the role of a Certified Medical Director, including requirements outlined in Florida Senate Bill 2514 and Rule 59A-4.1075, core roles and responsibilities, and the process for obtaining Certified Medical Director designation.
- Analyze the legal considerations involved in contracting with a Certified Medical Director, including compliance with the Stark Law, Anti-Kickback Statute, and other applicable regulatory requirements.
- Describe key expectations of a Certified Medical Director, including leadership in Quality Assurance and Performance Improvement (QAPI), oversight of clinical documentation, and involvement in care planning and clinical decision-making.
Continuing Education
Attendees will earn a total of 2 computer-based CEUs. The program will be delivered via a two-hour virtual, live sessions from on June 10, 2026, from 1:00 - 3:00 p.m. EST. Registered attendees will receive an email by June 9, 2026, with instructions on how to access the virtual training, which will be broadcast via Zoom. Attendees must complete the post-test by July 1 at 4:00 p.m. EST to receive CEUs.

Robin Allen is the Chief Risk Officer for The Lilac Health Group, supporting a portfolio of SNFs and ALFs across Florida. She received her undergraduate and graduate degrees at Florida State University in Speech Pathology. Robin’s career has focused on post-acute care initially in Therapy Services. Robin then became a Healthcare Risk Manager and focused her efforts on proactive and response-driven Risk Management. Robin is the Chair of the FHCA Risk and Compliance Council.
Dr. Shark Bird

Dr. Bird is a Certified Medical Director with PALTmed. He previously served as Chief Medical Officer for the nation’s largest provider of wound physicians in the post-acute setting and spearheaded the writing and development of their year long fellowship program. Dr. Bird attended undergraduate and graduate school at Ball State University in Muncie, IN and Medical School at Marshall University School of Medicine in Huntington, WV. He completed his residency in family medicine with West Virginia University/CAMC in Charleston, WV before beginning his solo practice in rural West Virginia. He currently serves as president of FMDA Florida society for post-acute and long term care
Karen Goldsmith

FHCA's Regulatory Counsel
Karen Goldsmith is Florida Health Care Association's Regulatory Counsel and previously served as the association's Legal Counsel since 1980. She represents several providers of nursing homes and assisted living facilities. She is active on the American Health Care Association Legal Committee and served as its chairman for two terms. She is active in the American Health Lawyers Association. She speaks often on health care and legal issues and has written numerous articles.

Kendra Ferrero

Dr. Kendra Ferrero is currently the Vice-President of Administrative Services for Onyx Care Centers. Dr. Kendra Ferrero is a multi-state licensed RN board certified in Gerontology She also holds an active Nursing Home Administrator license in several states. She earned her MBA from Warner University and her Doctorate with a specialty in Health Care Administration from Northcentral University. She has worked in the post-acute environment since 1977. She has been involved in the delivery of educational presentations in skilled nursing since 1984. She sits on numerous FHCA and AHCA/NCAL committees. She is a Senior Examiner for the AHCA/NCAL Quality Program.
