Live WebinarFlorida’s 2026 Legislative Session begins in January, and lawmakers are already discussing issues that will impact long term care providers and the residents entrusted to their care. Join FHCA for our annual Legislative Priorities Webinar to learn more about the current legislative landscape and the priorities FHCA will focus on to ensure Florida remains the gold standard when it comes to delivering high-quality long term care. FHCA's Government Affairs team will highlight the Governor's recommended budget, what to expect from each chamber’s proposed state budget and the impact on Medicaid reimbursement. An overview of the priorities of both Senate and House leadership will also be discussed, along with an update on legislation that could impact the long term care community. Attendees will also learn how to be an effective advocate for the long term care profession by participating in FHCA's Lobby Wednesdays and other grassroots initiatives.

Dan Frenden, who has more than 20 years’ experience in long term care, has served as an FHCA District President and is currently FHCA's Region III Vice President on the Board of Directors. He is an active member of FHCA’s Legislative Committee and Florida Leaders alumni group. Frenden regularly participates in FHCA’s Lobby Wednesdays, an annual grassroots initiative that brings long term care professionals to Florida’s Capitol in Tallahassee to connect with lawmakers. Frenden is also known for consistently hosting policymakers at his facility to give them a first-hand perspective of the current long term care environment. Virtual, Live TrainingWith over 70% of the U.S. population having survived some kind of traumatic event, a health care provider’s ability to appropriately care for patients with a history of trauma is critical. This virtual, live training will will provide attendees with the tools to develop emotionally secure environments for residents in their care. This virtual training will support the skilled nursing center team’s understanding of the before, during and after-survey process and help instill confidence in working with surveyors and responding effectively if questions or issues arise.
Virtual, Live Training
Skilled nursing center surveys can be overwhelming; however, proper planning and preparing your team throughout the year can make for a successful survey. Centers can do this by maintaining a state of readiness, making advanced and ongoing preparations, and training staff to understand their role when it comes to interacting with surveyors. This virtual training will support your team’s understanding of the before, during and after-survey process and help instill confidence in working with surveyors and responding effectively if questions or issues arise. Attendees will hear from the Agency for Health Care Administration and other long term care experts, who will share the information needed to gain knowledge and an understanding of how to lead their team to better understand their roles, while also reviewing best practices for successful survey outcomes.
Upon completion, participants will be able to:
- Discuss the types of survey and the regulation requirements that must be met.
- Review the survey process – anticipating survey visits, what documents/materials/reports are required immediately, steps in the event of a citation, post-survey evaluation and corrections if needed.
- Examine the keys to internal preparation and considerations for staff and outline best practices to ready staff to respond to the arrival of survey teams.
- Address responding to a citation and CMS guidelines that identify a potential Immediate Jeopardy citation.

This specialized training offers six hours of in-depth sessions focused on Life Safety Code compliance and survey preparedness—key components in protecting the health and safety of skilled nursing center residents and staff.
Life Safety code compliance and survey preparation are a crucial part of the health and well-being of skilled nursing center residents and staff. FHCA's 2025 Life Safety Program will provide six hours of training sessions on life safety code compliance with Agency for Health Care Administration (AHCA) Life Safety Leads, Eddie Alday and John Altherr, as well as other AHCA Fire Protection Specialists, with FHCA’s Life Safety Consultant Clinton Slier with Integrity Life Safety Systems. Presenters will guide attendees through the most cited tags and offer insights to aid providers in achieving compliance with the many facets of the life safety code. This training is designed for physical plant operators of all backgrounds and experience levels, as well as stakeholders responsible for the physical plant and emergency preparedness of Florida skilled nursing centers.
Learner Objectives
Upon completion, participants will be able to:
- Understand the most common deficiencies cited in life safety recertification surveys.
- Learn the requirements for the compliant maintenance of key systems, like fire alarm systems, fire sprinkler systems, emergency generators, fire and corridor doors and more.
- Learn key elements of state and federal emergency preparedness compliance.
Presenters: Agency for Health Care Administration (AHCA) Life Safety Leads Eddie Alday and John Altherr, additional AHCA Fire Protection Specialists, and Clinton Slier, FHCA Life Safety Consultant with Integrity Life Safety Systems.
Attendees will earn a total of 6 computer-based CEUs for the program. FHCA will post contact hours weekly.

Eddie Alday has been with the Agency for Health Care Administration since December 2012. Currently, Eddie is the Bureau of Field Operations Life Safety Code Lead. He is responsible for providing oversight, instruction and development of quality assurance activities for the life safety code program within the Bureau of Field Operations. Eddie served 24 years in the US Army as a Combat Engineer; he has degrees in Business and Construction Management. Certifications: Florida Fire Safety Inspector I, II, Pro Board Fire Safety Inspector I. II, and International Code Fire Inspector II, Master Certification in Code Enforcement, Plans Reviewer, Building Official, ICC Building Inspector and NFPA 101 Life Safety Code Technical Committee Member.

John Altherr joined the Agency for Health Care Administration (AHCA) in September 2013. Currently he serves as a Life Safety Code Lead within the Division of Health Quality Assurance. As the Agency’s Life Safety Code Lead, he is responsible for providing oversight, instruction and development of quality assurance activities for the Agency’s Life Safety Code Survey program. Prior to joining AHCA, Mr. Altherr was a General Manager with Northwest Airlines Inc., ground operations division and retired after 20-years of service. He has a degree in Business Management with a focus in aviation. Certifications include Florida Fire Inspector I, Pro Board Fire Safety Inspector, and Plans Reviewer.

Clinton Slier is a Life Safety and Environment Specialist and has been with Integrity Health Care Systems since August of 2017. Clinton holds a Certified Healthcare Safety Professional (CHSP) certification from the International Board for Certification of Safety Managers, as well as a Certified Health Safety Professional for Health Care (CLSS-HC) certification from the NFPA. He provides clients in Florida, Texas, Indiana, and Tennessee with comprehensive Life Safety pre-surveys, along with continued support in interpreting and compliance with the regulatory rules, codes, and standards.
