    This second installment of A Proactive Approach to Elopement Prevention will emphasize a proactive framework to reduce elopement risk, focusing on early identification, assessment, and care planning to minimize potential incidents.

    This second installment of FHCA's Proactive Approach to Elopement Prevention is a two-hour virtual live training on Thursday, August 13, 2025. from 1:30 to 3:30 p.m. EST. This session will feature members of FHCA's Risk Compliance Council who will emphasize a proactive framework to reduce elopement risk, focusing on early identification, assessment, and care planning to minimize potential incidents. Participants will also explore real-world scenarios involving near misses and actual elopements, gaining insight into appropriate and effective provider responses. Participants will leave with actionable knowledge on evaluating resident care needs, implementing individualized safety plans, and strengthening response protocols—all with the goal of promoting resident safety and enhancing quality of care.

    Mary Maloney is the Chief of the Bureau of Field Operations in the Agency for Health Care Administration.  She has been employed at the Agency for over 35 years.  Mary is a Registered and Florida Licensed Dietitian/Nutritionist and board certified as a Gerontological Nutrition Specialist.  She is based out of the Clearwater office and her agency experience includes conducting surveyor training, quality improvement activities, assisting with Agency legislation, and health facility surveys.  Her expertise is nursing home regulation, as well as hospitals, assisted living facilities, and intermediate care facilities for individuals with intellectual disabilities.  Mary earned her master’s degree in public health with emphasis in health education and public health nutrition from University of South Florida.  She has held numerous leadership and board positions with district and state dietetic associations.  She has also given many presentations to a variety of professional organizations and co-authored professional journal articles and textbooks.  She enjoys crafts, learning foreign languages, and cooking international cuisine in her leisure time.

    Kim Broom has been a Registered Nurse for 38 years with 27 years in long-term care as a Director of Nursing, Regional Nurse Consultant and other roles.  She is a risk manager and for six years was the administrator of a 68-bed assisted living facility with an Extended Congregate Care license. She has recently received her Certification in Infection Control (CIC) as well.  She came to FHCA in May of 2017 and is the liaison to the Senior Clinicians Council, Risk Compliance Council, Infection Prevention Council, and the Florida Center for Assisted Living (FCAL) Committee.

    Tracy Greene

    Tracy Greene began her career in healthcare as a Certified Therapeutic Recreation Specialist at an inpatient psychiatric hospital in the Florida panhandle. She then moved to the Florida Keys and worked in long-term care as a Social Services and Admissions Director, eventually moving into an Assistant Administrator role. She became a Nursing Home Administrator in 2000 and was also the company’s internal Emergency Preparedness Coordinator. In this role, she worked collectively with the CEO, COO, and the County to streamline disaster planning for three nursing homes. This included obtaining CDL Class B licenses for several employees (including herself) and managing the use of school buses.

    Tracy moved to Tampa approximately five years later and accepted a position with Southern Health Care Management (SHCM) as an Administrator. Later she was promoted to Sr. Administrator, then Vice President of Operations. She worked for SHCM for a total of 13 years where she won Administrator of the Year. In addition, Tracy was an Administrator for Woodbridge Care Center in Tampa for four years, as well as a Regional Vice President for Life Care Centers of America for two years.  

    Tracy is an active member of the Florida Health Care Association (FHCA) and has been on FHCA’s Emergency Preparedness Committee since 2005, serving as the Vice Chair and most recently the Chair. Tracy has testified in front of the Florida Legislature, publicly spoken on emergency preparedness at the Governor’s Hurricane Conference and presented at FHCA Annual Conferences. 

    When not working, you can find Tracy watching sporting events, especially football, enjoying time out on the ocean, doing Pilates, traveling, and participating with her alma mater, University of Florida.

Rehospitalization rates are linked to increased medication errors and hospital-acquired infections, among many other challenges.     Amina Dubuisson

    Amina Dubuisson has been a nurse for over 24 years. She earned an Associate of Science degree in nursing from Miami Dade College and become a Registered Nurse. She received her Masters of Science in Nursing, Business Administration and Healthcare Management from the University of Phoenix; and her Doctorate in Nursing Practice from Chamberlain University. She is currently the Vice-President of Clinical Services at Ventura Services of Florida, Inc. She is the Vice Co-Chair of the Senior Clinicians Council from the Florida Health Care Association. She received the Florida Health Care Association Rising Star in Nursing Award and was recognized as an emerging nurse leader who has demonstrated excellence in nursing and person-centered care practices. She was recognized by Greystone Healthcare Management for her volunteer works in the community. Amina's biggest achievement has been her ability to give back to the community through volunteering and providing care to the underserved population through various Medical Missions and Health Fairs. Every year, she travels to Haiti at least twice in Medical Missions. She believes that everyone has a purpose in life and her purpose is to help people.

    Effective July 1, 2023, s. 430.5025, Florida Statutes requires skilled nursing and assisted living facilities to have a uniform system of Alzheimer’s disease and dementia training. Florida Health Care Association is authorized to offer training curricula as an approved training provider for the three-hour training for nursing centers and standard ALFs, as well as the four-hour additional required training for ALFs that provided specialized memory care. Individuals who wish to train using the FHCA training curricula must be approved by DOEA and have documentation of specific educational, teaching, or practical experience required for the setting in which they wish to provide the training.

    On November 18, 2024, the Centers for Medicare and Medicaid Services (CMS) released Revised Long-Term Care (LTC) Surveyor Guidance: Significant revisions to enhance quality and oversight of the LTC Survey Process. The memo included significant changes to guidance in Appendix PP related to the updated regulatory areas. The changes will be effective, and surveyors will begin surveying based on the revised guidance, on March 24, 2025 [per QSO-25-12-NH - 1/15/25].  

    FHCA will host a virtual, live training on March 13, 2025, from 1:30 - 3:30 p.m. EST, that will provide the entire nursing center interdisciplinary team with a detailed overview of these new survey revisions and regulatory guidelines and how surveyors will use this guidance to determine compliance for skilled nursing facilities. The two-hour program will feature the RB Health Partners, Inc. team, who will outline changes related to unnecessary psychotropic medications, resident admissions, transfers and discharges and other areas that affect daily operations and care.

    • Review revised survey resources that will be implemented March 24, 2025
    • Discuss how surveyors will begin using this guidance to determine compliance with requirements on surveys
    • Outline new guidance effective March 24, 2025
