    This annual webinar is designed to provide strategies and tools to assist nursing centers and assisted living facilities as they gear up to weather the hurricane season. This education will cover preparedness tips and best practices from the Agency for Health Care Administration, an overview of power restoration, evacuations and provider response, as well as resources available from Florida’s Health Care Coalitions to support providers before, during, and after hurricane landfall.

    Bernard Hudson has worked in health and human service programs for over 20 years with a focus in data analysis, incident reporting and health care facility regulation compliance with both state and federal requirements where applicable. He served as the Emergency Coordinating Officer for the Agency and most recently as the Long-Term Care Services Unit Manager where he was responsible for the regulation of providers that offered long-term care services. Bernard currently serves as Chief of the Bureau of Health Facility Regulation in the Division of Health Care Policy and Oversight. He has served in this role since December of2021 and has oversight of four licensure units, the division's rule coordination section and the Certificate of Need/Commercial Managed Care unit.

    This training equips social workers with the knowledge and confidence to navigate critical responsibilities related to reporting suspicions of abuse. Participants will learn to recognize signs of abuse, neglect, and exploitation, and understand their duty to report suspected harm. The training also helps social workers strengthen their understanding of advance directives and clarifies key legal obligations to assist with protecting client rights while ensuring safety and compliance.

She is a risk manager and for six years was the administrator of a 68-bed assisted living facility with an Extended Congregate Care license. She has recently received her Certification in Infection Control (CIC) as well. She came to FHCA in May of 2017 and is the liaison to the Senior Clinicians Council, Risk Compliance Council, Infection Prevention Council, and the Florida Center for Assisted Living (FCAL) Committee.

    Two-part Virtual, Live Training: April 29 & May 14, 2026

    This two-part virtual, live training will provide nurses, social workers, administrators, and other members of the interdisciplinary team with a comprehensive review of federal and state regulatory requirements governing Do Not Resuscitate (DNR) orders and advance directives. Representatives from the Agency for Health Care Administration and FHCA's Risk/Compliance Council, along with FHCA's Regulatory Counsel, will examine legal standards, documentation mandates, scope of practice considerations, and risk management strategies to ensure compliance and protect patient rights. This is a valuable training to ensure the entire interdisciplinary team is knowledgeable and prepared to manage end-of-life, person-centered care needs of residents.

    Part One will review federal and state regulations related to DNRs and advance directives and discuss the root cause of citations for Do Not Resuscitate Orders (DNROs) and advance directives from the past five years. Part Two will help attendees apply the regulations to skilled nursing center practices, along with topics related to who has the authority to make changes to advance directives and when these changes can be made. 

    Upon completion, participants will be able to:

    • Describe key state and federal regulations related to DNR and advance directives.
    • Discuss frequently cited tags and root cause analysis for citations.
    • Explain nurses' and other staff members' legal responsibilities and scope of practice in end-of-life decision-making.

    In the QSO-26-03-NH Memorandum, the Centers for Medicare and Medicaid Service updated Chapters 5 and 7 of the State Operations Manual to align instructions and guidance with current policies in QSO memos and established practices. This virtual, live training will review the updated guidance and how these changes will impact on providers.

    Upon completion, participants will be able to:

    • Understand which complaint intakes require Immediate Jeopardy prioritization
    • Gain clarification on which complaint investigations can be reviewed off-site
    • Learn how the removal of substantiated and unsubstantiated investigation procedures will impact providers
    • Recognize the highlighted changes in SOM Chapter 7, including nurse staffing waivers, resident room variances, on-site vs off-site revisits, additional information for identifying immediate jeopardy situations, acceptable plans of correction, enforcement guidance, CMP reinvestment program and informal dispute resolution revision.
